Public consultation on the first edition of Saulkrasti municipality spatial plan has begun

The public consultation regarding the first edition of the Saulkrasti municipality spatial plan for 2012–2024 has begun and will continue until May 9. The spatial plan of Saulkrasti municipality is being developed by land surveying and spatial planning company “Metrum” in cooperation with Saulkrasti Municipality Council and the Saulkrasti spatial plan working group. The plan is to be completed by August 2012.

“In the development of the spatial plan of Saulkrasti, particular importance is being given to communication, involvement of the public, organization of working groups, exchange and analysis of information. Because of this, a development concept of Saulkrasti municipality was developed and discussed in 2011 and later served as the basis for the creation of the first edition of the spatial plan. The spatial development concept of Saulkrasti outlines the municipality’s main development goals, priorities and guidelines,” explains architect Māra Kalvāne, head of planning projects at “Metrum”.

In accordance with the work order, a unified classification has been developed for the permitted uses of land throughout Saulkrasti municipality, taking into account the national unified classification project. Particular attention has been given to improving the distribution of population in the municipality, and, after an assessment, the borders of Saulkrasti Town and Zvejniekciems Village have been clarified. The other populated areas – territories for construction of summer houses – are being preserved as individual summer house villages, maintaining their seasonal character.

A priority in the spatial plan is the development of green and public areas – development of the dune forest park and various beach maintenance objects, while also preserving the existing access routes to the sea and creating new ones. As part of the plan, a conceptual solution has been developed for the improvement and future development of the central part of Saulkrasti Town – the territory of the so-called Station Forest.

“Metrum” has prepared the spatial plans of many Latvian municipalities. In 2011, the company developed the spatial plan of Kandava municipality for 2011–2013 and the spatial plan of Ikšķile municipality for 2011–2023. Currently, “Metrum” is also developing the spatial plans of the municipalities of Jaunpils, Koknese, Nīca, Aizpute, Saldus and Sigulda.

In the framework of the first edition of the spatial planning and the environmental review project of Sigulda region for the years 2012–2024 the social discussion has started and will last till April 16. The spatial planning of Sigulda region is developed by the land surveying and the spatial planning company “Metrum”. It is planned to finish the work by 15 October 2012. The development of the spatial planning is related to the Administrative-territorial reform that took place in July 2009 as a result of which the territory of Allaži parish has been included in the territory of Sigulda region, by merging two local municipalities with different spatial planning and demands to the construction work and the use of territory.

In summer 2011 the specialists of “Metrum” made the survey of the territory of Sigulda region in nature and worked out the first edition of the spatial planning and the environmental review project in the autumn. In cooperation with the local government of Sigulda region it was decided to develop the individual protection zones for 11 architectural monuments of Sigulda region as well, which are located in the territory of Sigulda town, and to Allaži church in Stīveri parish, too.

The Project Manager of “Metrum”, the architect, Māra Kalvāne stresses that significant attention was paid to the development of the population structure in Sigulda region in the course of elaboration. “As a result of evaluation the territories of several parishes were reduced and the border of Sigulda town was made more precise. In cooperation with the Construction Board of Sigulda region, the administration of Allaži parish and the landscape specialist, the professor, Aija Melluma the analysis and precision of the current landscape plan of Sigulda was made and, in addition, valuable landscapes in Allaži parish were identified. In the course of the work the territories of existing production objects and the possibilities to enlarge them were evaluated, and new production territory in the former location of the army depots basis in Allaži near Plānupe was defined,” explains the specialist.

“Metrum” by now has prepared the spatial planning of many municipalities in Latvia. In 2011 the company worked out the spatial planning for Kandava region for the years 2011–2023 and the spatial planning of Ikšķile region for the years 2011–2023.
Public discussion on first edition of territorial planning of Viesati rural municipality of Tukums District has commenced

Public discussion on the first edition of the territorial planning 2007-2019 of Viesati rural municipality of Tukums district will last through September 26. At present, it is possible to view the developed document at Viesati rural municipality council and on web site http://www.metrum.lv (section Projects); feedback about the document can be given to the local government. The main suggestions from inhabitants during the process of Viesti rural municipality territorial research were connected with the need of setting the administrative borders of Viesati village, finding an effective utilization of the former agricultural objects, increasing the variety of public institutions in the rural municipality, and improving the quality of motor roads connected to the rural municipality (asphalt-paving of the state motor roads to Tukums and Jaunpils was mentioned most often). The inhabitants were also interested in issues connected to utilization of agricultural land, including division of land.

‘’Viesati is among the smallest rural municipalities in Latvia, both in the sense of population numbers and area; therefore, the scope of development, in comparison with many other rural municipalities, is limited here. The biggest development resources in the rural municipality are forests and agricultural land. The development possibilities are diminished by the fact that the territory of the rural municipality can only be reached by unpaved roads,’’ points out Pauls Lielmanis, ‘’Metrum’’ territorial planner, Viesati rural municipality territorial planning development manager.

In the developed first edition of the territorial planning, the borders of Viesati village have been determined, and two types of construction are planned in the village territory: single-family detached and semi-detached houses; and apartment buildings up to three floors. For the detached house construction territory, the minimum area of every newly developed plot is set as 1200 square metres.

Utilization of the municipality’s rural land planned with and without construction. Rural territories without construction possibilities include high-quality agricultural land, which is planned to be preserved for agricultural utilization, dividing it into plots of no less than 10 ha, and not permitting dwelling house construction or afforestation. For rural land with construction possibilities, the minimum division of new plots is planned to be 2 ha. No development of new construction territories by transforming forest areas is planned.
Industrial territories are planned for most of the currently unmanaged agricultural production objects – mostly in the area of former collective farms, where the old infrastructure has been preserved. The possibility of commercial activities may also be allowed in these territories. ‘’Industrial or agricultural production possibilities may also be permitted in rural lands with a construction possibility, however in this case, public discussion about the construction idea must be carried out first,’’ explains P. Lielmanis.

The first edition of the planning does not prescribe a specific division of public and commercial establishment construction territories, instead offering to use this zoning for both purposes. A separate division is made only for a specific territory for construction of a sports hall and sports field, which have not existed in the rural municipality before.

‘’Looking for a way to increase the local people’s attachment to their rural municipality, in the planning we brought our attention to the idea of development of public construction territories. The sports hall and sports field are planned to be used both for elementary school needs and for promoting sports events in general,’’ emphasises P. Lielmanis.

To expand the recreation possibilities in Viesati village, the first edition of the planning prescribes facilitating the former creamery territory by developing a park in its place. It is planned to create places for swimming and boat docks in the banks of River Viesata, and footpaths in the river dale in the village territory. It has been proposed that the former Viesati watermill, where the Viesati power plant is currently situated, could be used not only for electricity production, but also for relaxation and recreation; for instance, a cafe could be established there.

Through September 26, written suggestions on the first edition of Viesati rural municipality territorial planning 2007-2019 can be submitted to Viesati rural municipality council, in ‘’Viekaļas’’. A broader explanation of the document can also be obtained there.

Viesati rural municipality territorial planning 2007-2019 is being developed by territorial planning ‘’Metrum’’ in collaboration with Viesati rural municipality council, and after its confirmation by the local government, it will serve as the basis of the rural municipality development activities during the next twelve years.
