Development of detail planning projects

According to territorial planning of municipality territory, we develop detail planning, indicating the planned infrastructure, division of plots of land, usages, etc., and create plans and thematic maps in digital and printed form.

In which case is this service necessary?

It is carried out on request of client (land owner/holder), in cases when there exists a municipality resolution on the commencement of development of detail planning. The goal is to concretize and specify the limitations and possibilities of usage of the particular territory, taking into account the territory’s development interests and competences, as well as the municipality territory planning.

Documents required to carry out the service:

- Land Register deed
- Land border plan
- Topographical plan (if available)
- Municipality notice of the allowed usage of the territory
- Municipality resolution on the commencement of development of detail planning (if available)

Term of completion of the order:


Minimum term – 6 months (affected by the frequency of council meetings).

Anticipated costs:


The price is dependant on the volume of works:
- development procedure and technical expenses – from Ls 2400;
- development of detail planning: for the first hectare – from Ls 1100 (except city center territories with existing buildings, such as Jūrmala, Rīga and others); for every subsequent hectare the price is reduced.

1) for regular customers
2) if several detail plannings are ordered for one administrative territory, the development price is reduced;
3) for areas exceeding 10 ha, and also if the area of the planned building plot is larger than 0.5 ha.
